Iron Crown is found and can be caught in Area Zero. However, before you are able to encounter this powerful Paradox Pokémon, you first need to register 200 Pokémon into the new region's Pokédex. 

Once you've done this, head to the Savanna Rest Area 1 at Blueberry Academy and speak with Perrin. If the correct criteria have been met, Iron Crown should have spawned in Area Zero.
